As its in-game description suggests, this thing, when attached to an AI mainframe, connector, or the "edges" of a card slot, and turned on, will cause the craft to behave as though it belonged to an enemy faction, and will be targeted by friendly units as permitted by their target priorities.
As for how long it stays hostile, that can be adjusted from 10s to 600s (10 minutes) by means of a slider in the Enemy Simulator's UI.
- If you manually activate the enemy simulator the vehicle itself may not change to the enemy team until your avatar has vacated the vehicle
